It is well known that the security situation in Syria is fragile, resulting from a series of incidents and crimes committed against the Christian community in many areas of Syria, including what occurred in the cities of Sqelbiyeh, Hama, and Homs. The most painful and brutal of these crimes was the terrorist bombing that targeted defenseless worshippers at the Mar Elias Church in Duweila, a Christian neighborhood in Damascus, which claimed a large number of martyrs, wounded, and disabled victims. There were also the massacres that occurred on the coast against the Alawite community, and in Jaramana and Suwayda against the Druze community, along with, naturally, many Christians who have historically lived in all Syrian cities and regions.
There is insufficient space to detail what happened to all of them, but all these incidents, combined with the absence of accountability for their perpetrators in any of these tragic and painful events, have created a deep rift between the components of the Syrian people, and consequently a mutual distrust between them and the interim government and its security factions. This has made the security situation fragile, dominated by a phenomenon of enforced disappearance and arbitrary detention occurring almost daily, without judicial investigation.
Arbitrary detention: A daily nightmare
The issue of arbitrary detention is not merely a fear or future possibility, but a bitter and frightening daily reality experienced by Christians and other minorities, and even Sunnis, in the complete absence of legal and judicial guarantees. These practices have become a systematic pattern repeated almost daily, where homes are raided and citizens arrested without judicial warrants or clear charges, and without access to lawyers or knowledge of their detention locations.
More dangerous still is that these detentions target respected social figures known for their integrity and patriotic positions. We mention only some recent painful incidents in Zidal and in the town of Kafra in Wadi al-Nasara, where Christian citizen Milad Aziz al-Farakh was arrested on August 25, 2025, on charges of a “supply violation” related to his meat shop and remained detained under brutal torture for 15 days until he died as a martyr under torture. Here we ask with all pain and anger: Does a so-called “supply violation” necessitate arbitrary arrest without a judicial decision, and beating and brutal torture to death?
A supply violation, even if true, has a natural legal remedy through a financial penalty, or referral to the judiciary if it is serious, and this did not happen at all. What occurred instead was the transformation of a simple potential administrative violation into a death sentence, revealing a complete collapse of the concepts of justice and law.
Among the most important incidents, most indicative of the danger of the situation, we must mention the arbitrary detention of the former mayor of Sadad: Mr. Suleiman Khalil, a respected social figure known to everyone, with his social weight and presence and respect in Sadad, the ancient Christian Syriac city, and throughout the surrounding region. He was arrested on February 8, 2025, and his situation remains ambiguous, with no referral to the judiciary despite the passage of many months. There have been numerous interventions, especially from his daughter who made tireless efforts and even reached out to the UN envoy to Syria, Mr. Pedersen, to intercede with President Ahmad al-Sharaa for information about her father’s situation and his release, but to this day, he remains imprisoned without charge.
This pattern of arbitrary detention and enforced disappearance creates a state of continuous terror and fear in citizens’ hearts, where no one knows when their turn may come, when their home might be raided and they might be arrested without a clear reason or specific charge. This terrifying situation cannot continue, because it undermines the foundations of civil society and pushes citizens toward emigration and despair, turning daily life into a continuous nightmare of anxiety and tension.
President al-Sharaa’s responsibility
The security situation will deteriorate dangerously if President al-Sharaa does not assume his full responsibility. The responsibility falls personally on him to stop this security chaos and arbitrary detentions occurring daily. If this situation is not addressed now, we will experience more chaos and conflicts, and this threatens all of Syria, particularly the Christian community, because whenever a massacre occurs against any community, Christians are among the victims.
We must also emphasize blame on the international community, which has not taken any real effective decision in the face of the numerous massacres, security chaos, and arbitrary detentions occurring almost daily. This shameful international inaction, despite the slogans about human rights, encourages the continuation of these grave violations.
The existential threat to Christians
In such a fragile security situation, Christian communities are most vulnerable to danger to their civil life, and therefore exposed to forced migration that will uproot them from their historical homeland, Syria. The Christian community faces a double danger: it is harmed in every conflict, regardless of the targeted party, which drives a demographic hemorrhage that may eliminate the historical Christian presence in Syria.
Therefore, I call on President al-Sharaa to assume his historical and moral responsibility, and to immediately and firmly tighten security, and to allow Christian communities some light weapons under his direct supervision to protect themselves from repeated attacks and massacres. We also call on him to release all forcibly detained persons immediately and without conditions or delay, because every additional day in prison is an additional crime against justice and humanity. We also demand serious and immediate accountability for all perpetrators of these criminal acts and crimes against humanity, and the establishment of serious and comprehensive transitional justice that ensures truth disclosure, punishment of perpetrators, and reparations for victims and their families. Justice is the foundation of good governance and equality of rights is the foundation of true citizenship, and this can only be achieved through real and effective participation of Christians and all Syrian communities in managing Syria at all its security, administrative, governmental, legislative, and legal levels, to reach a new just constitution that guarantees everyone’s rights with justice and complete equality, and restores confidence, reassurance, security, and true peace to the Syrian people with all its components in a decentralized democratic civil Syria that respects diversity and ensures justice.
If these serious and immediate steps are not taken, Syria will slide toward more chaos and sectarian divisions, threatening the entire social fabric.

ظاهرة الاعتقالات التعسفية والوضع الأمني الهش: تداعيات مدمرة تهدد النسيج السوري
الاعتقال التعسفي لخليل سليمان، عمدة صدد السابق، ليس حالة منفردة، بل رمز مدمر لانزلاق سوريا إلى حالة من انعدام القانون.
الآراء الواردة في هذا المقال تعبّر عن وجهة نظر كاتبها فقط، ولا تعكس بالضرورة مواقف منظمة التضامن المسيحي الدولي.
من المعروف أن الوضع الأمني في سوريا هو وضع هش، ناتج عن سلسلة الحوادث والجرائم التي حصلت ضد المكون المسيحي في مناطق كثيرة من سوريا، نذكر منها ما حصل في كل من مدينة إسقيلبية وحماه وحمص. وكان أكثر هذه الجرائم إيلاماً ووحشية هو التفجير الإرهابي الذي حصل ضد المصلين العزل في كنيسة مار الياس في دويلعة، أحد أحياء المسيحيين في دمشق، وراح ضحيته عدد كبير من الشهداء والجرحى والمعاقين. وأيضاً المجازر التي حصلت في الساحل ضد المكون العلوي، وفي جرمانا والسويداء ضد المكون الدرزي، وبطبيعة الحال معهم الكثير من المسيحيين الموجودين تاريخياً في كافة المدن والمناطق السورية.
ويضيق المجال لذكر ما حصل لجميعهم، وإن هذه الأمور كلها، مع غياب المحاسبة لمقترفيها في أي حادثة من هذه الأحداث المؤسفة والمؤلمة، قد أحدثت شرخاً عميقاً بين مكونات الشعب السوري، وبالتالي عدم ثقة متبادلة بينها وبين الحكومة المؤقتة وفصائلها الأمنية. مما جعل الوضع الأمني هشاً تسوده ظاهرة الإخفاء والاعتقال القسري بشكل شبه يومي، ومن دون تحقيق قضائي.
واقع الاعتقالات التعسفية: كابوس يومي يهدد النسيج السوري
إن موضوع الاعتقالات التعسفية ليس مجرد تخوف أو احتمال مستقبلي، بل واقع يومي مرير ومخيف يعيشه المسيحيون وبقية الأقليات، بل وحتى السنة، في ظل غياب كامل للضمانات القانونية والقضائية. هذه الممارسات تحولت إلى نمط منهجي يتكرر بشكل شبه يومي، حيث يتم اقتحام البيوت واعتقال المواطنين دون أوامر قضائية أو تهم واضحة، ودون إمكانية الوصول إلى محامين أو معرفة أماكن احتجازهم.
والأخطر من ذلك أن هذه الاعتقالات تطال الشخصيات الاجتماعية المحترمة والمعروفة بنزاهتها ومواقفها الوطنية. ونذكر فقط بعض الحوادث الأخيرة المؤلمة في زيدل وفي بلدة كفرة من وادي النصارى، حيث تم اعتقال المواطن ميلاد عزيز الفرخ في 25/8/2025 بتهمة مخالفة تموينية وبقي محجوزاً تحت التعذيب الوحشي 15 يوماً حتى استشهد ومات تحت التعذيب. وهنا نسأل بكل ألم وغضب: هل المخالفة التموينية، وإن كانت صحيحة، تقتضي الاعتقال التعسفي ومن دون قرار قضائي، والضرب والتعذيب الوحشي حتى الموت؟!.
إن المخالفة التموينية، وإن كانت صحيحة، علاجها القانوني الطبيعي هو بالمخالفة المادية، أو الإحالة إلى القضاء إذا كانت كبيرة، وهذا الأمر لم يحصل أصلاً. لكن ما حدث هو تحويل مخالفة إدارية بسيطة إلى حكم إعدام، مما يكشف عن انهيار كامل لمفهوم العدالة والقانون.
ومن الحوادث الأكثر أهمية والأكثر دلالة على خطورة الوضع، لا بد أن نذكر الاعتقال التعسفي لرئيس بلدية صدد سابقاً الأستاذ خليل سليمان، وهو شخصية اجتماعية محترمة ومعروفة من قبل الجميع، وله وزنه وحضوره الاجتماعي واحترامه في صدد المدينة المسيحية السريانية العريقة وفي كل المنطقة المحيطة. لقد تم اعتقاله منذ 8/2/2025، ولم يُحَل إلى القضاء رغم مرور أشهر طويلة. وحصلت تدخلات كثيرة ومتنوعة، وخاصة من ابنته التي بذلت جهوداً مضنية ووصلت حتى إلى المبعوث الأممي لسوريا السيد بيدرسون لتتوسط عند الرئيس أحمد الشرع من أجل معرفة وضع والدها وإطلاق سراحه، وإلى الآن لم يظهر شيء عن وضعه.
هذا النمط من الاعتقالات التعسفية والإخفاء القسري يخلق حالة من الرعب والخوف المستمر في نفوس المواطنين، حيث لا يعرف أي شخص متى قد يأتي دوره، ومتى قد يتم اقتحام بيته واعتقاله دون سبب واضح أو تهمة محددة. هذا الوضع المرعب لا يمكن أن يستمر، لأنه يقوض أسس المجتمع المدني ويدفع المواطنين نحو الهجرة واليأس، ويحول الحياة اليومية إلى كابوس مستمر من القلق والتوتر.
مسؤولية الرئيس الشرع
إن الوضع الأمني سيزداد تدهوراً بشكل خطير إذا لم يتحمل الرئيس الشرع مسؤوليته الكاملة. المسؤولية تقع على عاتقه شخصياً لوقف هذا الانفلات الأمني والاعتقالات التعسفية التي تحصل يومياً. إذا لم يتم معالجة هذا الوضع الآن، فإننا سنعيش المزيد من الانفلات والصراعات، وهذا يهدد كل سوريا وبالخصوص المكون المسيحي، لأنه كلما حصلت مجزرة ضد مكون ما، يكون المسيحيون من بين الضحايا.
كما يجب أن نؤكد على لوم المجتمع الدولي الذي لم يتخذ أي قرار حقيقي فعال في وجه المجازر الكثيرة والانفلات الأمني والاعتقالات التعسفية التي تحصل بشكل شبه يومي. هذا التقاعس الدولي المخجل، رغم الشعارات حول حقوق الإنسان، يشجع على استمرار هذه الانتهاكات الجسيمة.
التهديد الوجودي للمسيحيين
في مثل هذه الحالة من الوضع الأمني الهش، تكون المجتمعات المسيحية أكثر عرضة للخطورة على حياتهم المدنية، وبالتالي معرضين للهجرة القسرية التي ستقتلعهم من أرض وطنهم التاريخي سوريا. المكون المسيحي يواجه خطراً مضاعفاً – فهو يتضرر في كل صراع، مهما كان الطرف المستهدف، مما يدفع نحو نزيف ديموغرافي قد يقضي على الوجود المسيحي التاريخي في سوريا.
ولذلك أدعو الرئيس الشرع إلى تحمل مسؤوليته التاريخية والأخلاقية، والتشديد الفوري والحازم على الوضع الأمني، والسماح للمجتمعات المسيحية ببعض السلاح الخفيف تحت إشرافه المباشر لتحمي نفسها من الاعتداءات والمجازر المتكررة. كما ندعوه إلى إطلاق سراح جميع المعتقلين قسرياً فوراً ومن دون شروط أو تأخير، لأن كل يوم إضافي في السجن هو جريمة إضافية بحق العدالة والإنسانية. ونطالبه أيضاً بالمحاسبة الجدية والفورية لجميع مرتكبي هذه الأعمال الإجرامية والجرائم ضد الإنسانية، وإقامة العدالة الانتقالية الجدية والشاملة التي تضمن كشف الحقيقة ومعاقبة الجناة وجبر الضرر للضحايا وعائلاتهم. إن العدالة هي أساس الحكم الصالح والمساواة في الحقوق هي أساس المواطنة الحقيقية، وهذا لا يتحقق إلا بمشاركة فعلية وحقيقية للمسيحيين وجميع المكونات السورية في إدارة سوريا بكل مستوياتها الأمنية والإدارية والحكومية والتشريعية والقانونية، للوصول إلى دستور جديد عادل يضمن حقوق الجميع بالعدل والمساواة الكاملة، ويعيد الثقة والطمأنينة والأمان والسلام الحقيقي للشعب السوري بكل مكوناته في سوريا لامركزية ديموقراطية مدنية تحترم التنوع وتضمن العدالة.
إذا لم تُتخذ هذه الخطوات الجدية والفورية، فإن سوريا ستنزلق نحو مزيد من الفوضى والانقسامات الطائفية، مما يهدد النسيج الاجتماعي برمته.
